I am curious about glucagon
Is secretion of glucagon in response to low blood sugar just as burdensome to the pancreas as secretion of insulin in response to high blood sugar (provided one does not repeatedly over-stimulate the pancreas)?

But, no, glucagon secretion is not as burdensome because there is always stored energy available for conversion into blood-glucose: muscles.
So that only when you have no more muscle tissue left for conversion into available energy, that the secretion of glucagon is repeatedly stimulated.
But, yes, it is a great burden for the body to convert muscle tissue into available energy and having to build that up again, over and over.
