Yes, its dehydration of the outer skin, similar to cellulite in women.
Water is distracted from the outer skin, and retained in the true skin (the layer below the outer skin).
In the true skin this will pinch off sebum canals, which may cause acne if much sebum is produced.
By eliminating water retention in the true skin, your skin will become very soft, subtle and even.

Thanks RRM! Is there anything you would recommend to apply directly on face (oil, honey, yogurt, etc.) that would help with hydration?

No, because the dehydration is not caused externally (a lack of creme),
but caused endogenously; by the accumulation of hydrophylic compounds in the true skin.
So, that is exactly what you need to address (the cause).
